Dr.Jacob Joseph.

Dr. Jacob Joseph has an experience of more than 16 years as a legal educator. After obtaining his B.Sc. Degree in Physics from the Mahatma Gandhi University, He obtained his LL.B., LL.M. and Ph.D Degree from the Cochin University of Science and Technology (CUSAT). He was awarded Dr. V. Kesavankutty Memorial Gold Medal as well as Prof. R.V. Kelkar Memorial Prize for his outstanding performance at the LL.M. Degree examinations of CUSAT.  

Dr. Jacob started his teaching career in the year 2002 at the West Bengal National University of Juridical Sciences (WBNUJS), Kolkata. He has been teaching at NUALS since 2003. He has conceived, designed and offered courses on "Food Law and Policy", "Fisheries Law" which are novel contributions to the Indian legal education landscape. He also designed an offered a course on “National Security and Counter Terrorism Laws”. He has authored a book titled "Select Legal and Policy Instruments on Marine Fisheries Conservation and Management". He has also co-authored with Professor K.N. Chandrasekharan Pillai a book titled “Cases and Materials on Legal Method”. Dr. Jacob is presently a member of the State Level Expert Committee on Invasive and Exotic Plants and Animals (Issues Impacting Biodiversity) constituted by Kerala State Biodiversity Board. He also serves as the Director (i/c) of the Centre for Law and Agriculture which is a Centre for Study and Research established at the NUALS. Presently he also serves as the Co-ordinator of the Internal Quality Assurance Cell (IQAC) of the university.

 

Dr. Jacob was formerly a member of the Zonal Institute Technology Management Committee (ZITMC) (South Zone) of the Indian Council of Agricultural Research (ICAR and Member, Working Group on Environment, Kerala State Planning Board. He was also a member of the Executive Council as well as the General Council of NUALS. He also served as the Faculty Advisor to the NUALS Moot Court Society and was responsible for coordinating the moot court activities of the institution for 13 years. In the capacity of the Faculty Advisor to the NUALS Moot Court Society he was also responsible for co-ordinating the organization of various national level moot court competitions including the India South Rounds of Surana & Surana National Trial Advocacy Moot Court Competition [11 Editions -   2006-2016); NUALS National Moot Court Competition on Maritime Law (3 Editions - 2014, 2015 & 2016); India South Rounds of Philip C. Jessup International Law Moot Court Competition (2 Editions – 2012 & 2013 )

 

Dr. Jacob is regularly invited as a subject expert on legal aspects of agriculture, food, fisheries and allied areas for capacity building programmes organized by government departments and research institutions. He frequently connects with the common man through his talks on the All India Radio as well as his articles in vernacular dailies.

 

His areas of interest include Environmental Law, Agricultural Law, Food Law and Policy, Fisheries Law, National Security and Counter-Terrorism Laws, Comparative Criminal Procedure and Legal Methods.

 Second Rank at the LL.M. Degree Examination of the Cochin University of Science and Technology held in 2001.  Recipient of the Dr. V. Kesavankutty Memorial Gold Medal Instituted at the Cochin University of Science and Technology - 2002  Recipient of the Professor R.V.  Principal Co-ordinator of a Project sanctioned by Office of the Commissioner of Food Safety, Kerala and implemented by the Centre for Law and Agriculture, NUALS. The projects related to the preparation of a “Handbook on Food Safety and Standards Act, 2006: Legal Aspects of Enforcement” for the use of the Commissionerate of Food Safety, Kerala for a total cost of rupees three lakhs’.  Presented a paper titled “Legal Control of Environmental Release of Genetically Engineered Crops in India” at the National Seminar on “Law in the Developing World: Impediments and Advancements” organised by the Centre for Continuing Legal Education and Extension, NUALS from 17 – 19 January 2018.
 Invited Lead Paper Presentation titled “Cage Aquaculture in India: Legal Perspectives” at the 5 th International Symposium on Cage Aquaculture in Asia (CAA5) held during 25 – 28 November 2015 at Central Marine Fisheries Research Institute (CMFRI), Kochi, Kerala India
 Presented a paper on the theme “ Legal Framework Governing Marine Fisheries in India: The Need for Reforms” at the National Seminar on Re-Engineering Marine Fishing Industry for Second Blue Revolution in India organised jointly by the School of Industrial Fisheries, Cochin University of Science & Technology; Central Institute of Fisheries Nautical Engineering and Training (CIFNET); Federation of Indian Fishery Industries and All Kerala Fishing Boat Operators Association. The seminar was held at CIFNET Auditorium on 30 th & 31 st August 2014.
 Presented a Paper on “Negative Obligations under the International Covenant on Economic, Social and Cultural Rights” at the National Seminar on Socio-Economic Rights: Challenges for Its Realisation organised by the Justice V.R. Krishna Iyer Chair on Human Rights, School of Legal Studies, Cochin University of Science and Technology (CUSAT) on 3 rd , 4 th and 5 th March 2014.
 Presented a Paper on “Responsible Fisheries Management in India: A Legal Perspective” at the Winter School on ICT – Oriented Strategic Extension for Responsible Fisheries Management organised by the Socio-Economic Evaluation and Technology Transfer Division (SEETTD) of the Central Marine Fisheries Research Institute (CMFRI), Kochi. The Winter School was held at CMFRI, Kochi from 5 th – 25 th November 2013.
 Presented a Paper titled “Implementation of the Food Safety and Standards Act, 2006: Issues and Challenges” on 4 th October 2014 at the Two Day UGC Sponsored National Seminar on Food Safety: Concerns and Issues organised by the Department of Home Science, St. Teresa’s College, Ernakulam.
 Presented a Paper titled “The Legal Environment Governing Fisheries Conservation and Management” at a Workshop on Moving Towards Sustainability: A Trainers’ Training Programme organised by the Fishery Survey of India at FSI Regional Centre, Kochi on 7 th August 2013.
 Presented a Paper titled “The WTO Agreement on Sanitary and Phytosanitary Measures, Food Safety and Developing Countries” in the two day National Seminar on Food Safety: Emerging Trends in India held on 16 th & 17 th December 2011 at the School of Legal Studies, Cochin University of Science and Technology (CUSAT), Kochi, Kerala State, India.
 Presented a Paper titled “Public Participation in Environmental Governance in India: Need for Reform” in the National Seminar on Good Governance: Human Rights Dimensions held on 11 th & 12 th August 2011 at the Department of Law, University of Kerala, Thiruvananthapuram.
 Presented a Paper titled “Risk Assessment in the Context of Approval of GM Crops: Implications for India” in the National Seminar on Regulation of Genetically Modified Organisms: National and International Perspectives held on 18 th & 19 th March 2011 at the School of Legal Studies, Cochin University of Science and Technology (CUSAT), Kochi, Kerala State, India.
 Presented a Paper titled “Continuing Legal Education: An Instrument for the Advancement of Professional Standards” in the National Seminar on Maintenance of Professional Standards and Legal Control in India held from 3 rd to 5 th March 2011 at the Legislative Council Hall, Government Law College, Ernakulam.
 Presented a Paper titled “Safeguarding the Right to Fair Trial in the Context of Prejudicial Pre-Trial Media Publicity: Role of Judicial Officers” in the National Seminar on Trial by Media: Human Rights Dimensions held on 2 nd December 2009 at the Department of Law, University of Kerala, Thiruvananthapuram.
 Presented a Paper titled “Legal Curricula in the Technological Era” in the National Seminar on Revamping of Professional Legal Education held from 25 – 27 February 2005 at the School of Legal Studies, Cochin University of Science and Technology (CUSAT), Kochi, Kerala State, India.
